Great opportunity for an experienced Infrastructure Cost Manager to be part of one of NZ’s most significant and complex programme of works

Auckland Airport (AKL) is nationally significant infrastructure with more than 800 businesses operating from the 1,500-hectare Precinct.  Our $5B infrastructure development portfolio will be delivered within an operational environment that caters for numerous customers and stakeholders. This presents a unique and exciting challenge.

The role of the Infrastructure Programme Cost Manager is key to the success of our programme. The role will ensure that cost and change across all aspects of our programme are rigorously managed, and that timely, accurate and effectively communicated cost information is provided to the airport business.

Your key responsibilities in this role will include

Cost and Estimating

  • Ensuring that project cost budgets are accurately estimated that they allow stakeholders to clearly understand and trade off where their money best delivers value, and that they capture Auckland Airport’s unique requirements.
  • Ensuring that comprehensive project/programme budgets are developed and maintained.
  • Ensuring that project costs are properly captured, categorized, forecast and accurate, and are aligned with project specifications and scope.
  • Ensuring that project and programme cost performance is regularly reviewed, that this is well supported by variance and trend analysis, and that critical issues are elevated for broader attention.
  • Ensuring that current project and programme cost data is readily available to the business and that it is presented at a level which provides clarity on performance to the different audiences that utilize it.
  • Ensuring the seamless, timely and accurate transition of cost data between suppliers and Auckland Airport business systems and vice versa.
  • Together with Programme Integration Manager and Programme Controls Manager, establishing and implementing an Earned value (EV) management system which provides an appropriate level of visibility and control to project performance.

Change

  • Ensuring that project change is accurately estimated, that estimates support effective negotiation, and that change costs are presented in manner that allows stakeholders to trade off where their money best delivers value.
  • Ensuring the financial impact of project changes are assessed, including scope modifications and additional requests.
  • Collaborate with project managers to prepare and submit change order requests.
  • Ensuring that project change is actively captured, categorized, tracked and incorporated into project forecasts such that action to mitigate can be taken in a timely manner.

Risk and Opportunity

  • Maintaining a holistic understanding of business, scope, schedule and cost objectives and using this to actively participate in risk and opportunity forums which leverage opportunities for cost reduction ensuring that the project team are updated on potential impacts.
  • Ensuring that project risks and opportunities are accurately estimated and reflected in Quantified Risk Assessments (QRAs) and other management tools.

Collaboration

  • Work closely with project managers, engineers, and procurement teams to ensure alignment on project costs and financial objectives.
  • Foster open communication regarding financial performance and challenges.

 What you’ll bring to the role

To ensure your success in this role, you will need:

  • Tertiary qualification in Construction Management, Quantity Surveying, Finance or Engineering or a related field or relevant experience;
  • 15 + years’ experience in project controls disciplines with a specific focus on cost, estimating and risk within large and complex capital development programmes;
  • Proven ability to support and influence project personnel in the application of fit for purpose project controls processes and methods, leading to predictable and successful project outcomes;
  • Experience in the governance of programmes or large projects at senior level;
  • Strong analytical skills with the ability to interpret complex financial data and provide actionable insights;
  • Excellent communication and interpersonal skills, with the ability to collaborate effectively with diverse teams and stakeholders;
  • Strong organisational skills and the ability to manage multiple priorities in a fast-paced environment.

It will be an advantage to have

  • Experience working inside large asset developer/owner/operator organisations, and a sound understanding of the diverse factors that make these businesses successful;
  • Proven experience in the successful delivery of airport or other large, complex public infrastructure projects;
  • Knowledge of construction contracts, methodologies, and industry standards.
